POSITION PURPOSE:

The Budget Analyst will assist and support The Department of Energy, Oak Ridge Operations Office (DOE-ORO) in providing a broad range of support for budget analysis.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Provide Strategic Integrated Procurement Enterprise System (STRIPES) support to the FMD and program staff regarding procurement request processing input.
  • Create requisitions for Consolidated Service Center (CSC) direct contracts, Allottee 30 Management and Operating (M&O), and Reservation Management contracts in STRIPES.
  • Coordinate with contracting personnel to ensure timely processing/issuance of related modifications in STRIPES to meet monthly cutoffs schedule.
  • Performs staff review(s) of CSC direct contracts and Allotee 30 M&O contract modifications and resolves discrepancies. Verify accuracy of the total obligations clause in the contract and ensures funds have been certified.
  • Maintain a control table for tracking and verifying Allotee 30 M&O contract modifications prior to creating requisitions.
  • Serve as the primary FMD contact for resolving invalid or missing Business Partner Network (BPN)/Treasury Account Symbol (TAS) codes associated with Work for Others (WFO) values for contractor automated systems (ORISE, ORNL and PNNL). TAS values are a Departmental requirement when establishing a new WFO value in STARS.
  • Track utility accounts for the CSC and Oak Ridge Site Office (OSO) Reservation Management group

MINIMUM QUALIFICATIONS:

Education and Experience:

  • High School Diploma
  • 2-5 Years experience with budget, analysis, econ or data management

Skills and Abilities:

  • Knowledge and use of Microsoft Office Suite
  • Ability to multitask and manage shifting priorities
  • Extensive skills in exercising judgment in the absence of direct supervision
  • Exceptional organizational skills
  • Ability to balance multiple, quick-turnaround, high priority tasks
  • Ability to use strong communication skills and teamwork skills, including the ability to process and summarize complex information clearly and succinctly. Effective communication is vital to prevent any misunderstandings and/or misinterpretations.

Language Skills

  • Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.
  • Ability to write routine reports and correspondence.
  • Ability to speak effectively before groups of customers or employees of organization.

Mathematical Skills

  • Ability to apply advanced mathematical concepts such as exponents, logarithms, quadratic equations, and permutations.
  • Ability to apply mathematical operations such as frequency distribution, determination of test reliability and validity, analysis of variance, correlation techniques, sampling theory, and factor analysis.

Reasoning Ability

  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
  • Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

PREFERRED QUALIFICATIONS:

  • Experience with Standard Accounting and Reporting System (STARS)
  • Experience with Strategic Integrated Procurement Enterprise System (STRIPES)
  • Experience with Financial Accounting Support Tool (FAST)

PHYSICAL DEMANDS:

  • Regularly required to sit.
  • Regularly required use hands to finger, handle, or feel, reach with hands and arms to handle objects and operate tools, computer, and/or controls.
  • Required to speak and hear.
  • Occasionally required to stand, walk and stoop, kneel, crouch, or crawl.
  • May occasionally lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds.
  • Specific vision abilities required by this job include close vision, distance vision, depth perception, and ability to adjust focus.

WORKING ENVIRONMENT:

  • Work is primarily performed in an office environment.
  • Exposed to general office noise with computers printers and light traffic.
