Job Description

SSAI is looking to add a Director of Contracts and Procurement to the management team. The ideal candidate will serve as strategic lead on all corporate contracting and procurement activities. Manage activities and staff related to the contracts and procurement functional areas. Oversight of contract/subcontract administration, procurement, budgeting and resource allocation, financial planning and forecasting, and cost monitoring and control, and maintaining, administering, and operating a financial and resources management and reporting system. Other duties include:

  • Decide and organize functional area priorities.
  • Assess quality of contracts and procurement activities and implement ways to improve processes.
  • Ensure standard contracts, procurement and financial practices are utilized across the organization.
  • Provide contractual advice on critical areas such as OCI, performance-based acquisition and other areas of interest to the Project, Program and Executive Office.
  • Establishes highest-level contract and procurement policies and processes are in place to ensure achievement of corporate expectations
  • Drives implementation of strategic contract opportunities with the most significant impact on the corporation
  • Oversees government reporting and periodic compliance filings (e.g., SAM.gov, service contractor reporting, GSA schedule reporting, FSRS, ESRS, CPARS etc.)
  • Partner with internal departments in support of corporate strategic initiatives and business development efforts.
  • Review solicitations for new contract work, both government and commercial, including assessing the contractual risk/return trade-offs.
  • Oversee and performs final review of business/offer volume proposals in response to RFPs.
  • Assist in the preparation of cost/pricing proposals and the analysis of team proposal submissions to include Teaming Agreement negotiation and development of cost volume proposals in response to RFPs for proposal efforts.

Required Qualifications:

  • Bachelor's degree (B.S. or B.A.) and a minimum of 12 years related experience and/or training, or equivalent combination of education and experience. A minimum of 10 years management in Government contracting required.
  • A deep understanding of government regulations and compliance requirements, including FAR (Federal Acquisition Regulation) and DFARS (Defense Federal Acquisition Regulation Supplement), is essential.
  • Experience working with various government agencies and understanding their specific contracting processes is also valuable.
  • The ability to lead a team of contracts professionals effectively is crucial. This involves providing guidance, mentoring, and oversight to ensure that contracts are managed efficiently and in compliance with regulations.
  • Strong negotiation skills are essential for successfully managing contracts, resolving disputes, and securing favorable terms and conditions for the company.
  • Skilled in identifying and mitigating risks associated with contracts, including legal, financial, and performance risks.
  • Excellent communication skills are necessary for interacting with internal stakeholders, external clients, and government representatives. This includes the ability to communicate complex contractual terms clearly and effectively.
  • The ability to analyze contracts, identify issues, and propose solutions is critical for success in this role. Attention to detail and the ability to review contracts thoroughly are also important.
  • A strong understanding of the business and financial aspects of contracts is beneficial. This includes the ability to assess the financial implications of contract terms and negotiate effectively to achieve the company's objectives.
  • While not always required, a background or familiarity with legal principles and contract law can be advantageous in this role, especially when dealing with complex contractual issues.
  • Experience administering all contract types including grants.
  • Ability to read and comprehend complex contract language.

Desired Qualifications:

  • Industry certification(s) in contracts and/or procurement strongly desired.
  • Experience using Deltek Costpoint product for contracts, subcontract and asset management.

The employee frequently is required to talk and hear and occasionally required to reach with hands and arms and stoop, kneel, crouch, or crawl. Specific vision abilities required by this job include close vision, peripheral vision, depth perception and the ability to adjust focus.
